German companies that received ERP funds had to repay the German government, which then loaned the money to other companies. This process continues today through the government bank KfW, which finances several programs - the \"ERP programs\" - from the special assets of the ERP.\u003c\/span\u003e\u003cbr\u003e\u003cbr\u003e\u003cspan\u003eThe ERP was a generous proposal to help Europeans get back on their feet by providing them with means for recovery. One of the conditions of this financial assistance was that the European governments themselves take the first steps toward economic collaboration.
